Depuis 2001, l’action communautaire bénéficie d’une reconnaissance et d’un financement officiels au Québec. Or, cette reconnaissance s’est historiquement accompagnée d’un sous-financement chronique. Plutôt que de pallier ce sous-financement, l’État québécois tente désormais d’intégrer la philanthropie dans le financement des organismes.
